Kitchen timer for the deaf

I am a product designer looking to develop better products for those with a disability, one of my current projects is developing a kitchen timer for those who are deaf or who have severe hearing loss. My question is what kind of features would you want on this timer and how much would you realistically like it to cost (I wish I could make products for free!). Any feedback on this topic would be helpful. Thanks

    The key is not necessarily volume but TONE.  I am completely deaf in high tones where most alarms operate, making them useless.  
    If you think in terms of a digital alarm with a range of tones, like a move phone, that would work.  I also hear mechanical tones well.  
    Deaf alarms tend to be loud.  Do the designers u understand deafness?
