Does attendance allowance affect my parents rent and community charge rebate

I'm not sure who is getting the attendance allowance, but I assume one of your parents. The answer is that yes, getting attendance allowance could increase your parents' housing benefit (meaning they could pay less rent) and give them more help with the council tax (called council tax reduction or council tax support).
I'd advise that they tell the local council housing benefit/council tax support department as soon as possible about the attendance allowance award.
