You have up to thirteen months to make a late appeal although they may want to know the reason for the delay
They will not consider your worstened condition, only how you were at the time
You can also make a new application and include your current situation

Did you ask for a mandatory reconsideration after the original decision? You'll need to have that, and you can ask for it late. If they say no, you can still appeal, within the 13 months deadline as CR advises. But CR is also right that this is only worth doing if you think the original decision was wrong.
If you think you're entitled to PIP now because things have got worse, you should claim again - this is probably worth doing in any case.
