problem getting hard to have sex

hi, i am 19yo and i haven't had sex many times but every time i find myself in this situation:
in the presex i'm super comfortable and everything goes well but right when the situation is getting more sexual ( penetration, masturbation) my penis just turns off and i can't get hard anymore or at least not completely. the only thing that changes it is oral sex, but again once i start with something else it goes down...!?
could it be maybe alcohol or marijuana in my system? or is just nerves and inexperience? or something worse?

Please can I also add one relevant point any drugs or alcohol can effect your health in excess .
I have an addiction background and trust me wished never taken drugs or drink long term.
Had thirty year addiction, now clean and sorted.
Thirteen years.
Once hooked and drawn in can be harmful to health.
I do advise community on such matters.
