I was wondering if anyone knows the law on people living in a block of  housing association flats  where the communal area must be kept free of keeping anything under the stairway space that is a fire hazard ,we all abide by these rules but 1 gentleman refuses to abide this rule and keeps his mobility scooter under the stairs saying he has a permit to allow him to do this ,the other tennant s and myselfe are afraid that this is a high risk in case of a fire it would prevent us from the exit if the fuel caught on fire we only want to know if this story of him having a permit can be lawful after what happened after Grenfell when the new fire hazard laws changed.thank you.     @gillianpalmer123 the best way would be to speak to the housing association  as only they would know if its OK to do that from my own experience as a carer in the community   people were allowed to do this with permission

    Mobility scooters are battery operated and in that respect aren't a fire risk, perhaps said resident has nowhere else to keep his scooter which is probably his only means of getting out and about.
    Having said that how are we expected to know if he has a permit?
