Am I right in my assumption that if you are not self funding and living in a care home, AA should not be in payment?

That's correct, as stated on the AA eligibility page of gov.uk
https://www.gov.uk/attendance-allowance/eligibilityIf you’re in a care home
You cannot usually get Attendance Allowance if you live in a care home and your care is paid for by your local authority. You can still claim Attendance Allowance if you pay for all your care home costs yourself.Information I post is for England unless otherwise stated. Rules may be different in other parts of UK.
