I wonder, because I applied for PIP on 2/5/23 - if successful, would I get backdated COL payment or did I miss the window? I am not in receipt of any other benefits.0

You won't qulaify. To qualify you will have needed to received (or later received) a payment of PIP for 1st April 2023. https://www.gov.uk/guidance/cost-of-living-payment#disability-cost-of-living-payment

If so then the weekly amount is £172.75, which is £691 every 4 weeks, is this what you receive? If so then it's the rates from April 2023 and correct.

That's normal for it to say that because of the increases in April. It doesn't mention both rates but the money you were owed will include both rates. There was a thread last week that asked the same question but when i worked out the amount they received it included both rates. When you receive your 4 weekly payment you can check the amount, which should be £691 every 4 weeks.
