If a tribunal is minded at a hearing to reduce or withdraw altogether the award already made, will they always ask the appellant if they wish to reconsider and withdraw their appeal, thus keeping the award already made?

    No. Often they do give appellants chance to withdraw, but if they think the present award is plainly incorrect they will simply change it, and this is binding. This happens quite frequently and I always therefore advise appellants to proceed with caution where an existing award may be under threat.
