It isn’t particularly clear, is it? They don’t make these things easy.

You should report your 19-year-old son as another person living with you, not as a child. In the children and dependents section, you would only include your 11-year-old. Then, in the "other people living with you" section, you can add details about your older son.

If your 19-year-old were in full-time, non-advanced education, you could include him as a child and receive an additional amount for him, but that doesn’t apply in your situation.
