Hi it's now been 5 weeks since independent assessment services have received my form from the dwp 
Am severely/profoundly deaf will I need assessment if they have enough information/evidence for them to make a decision

Most people have assessments so you should expect one of those. If they have enough of information to do a paper based assessment they will but they are rare. 5 weeks really isn't that long to have waited so far.
