Who decides if you need a face to face is it the health provider and if it is if they say you don't need one what happens then

Yes it's the Health Assessment Advisory Service that decide this. If there's enough of information to do a paper based assessment they will but they are rare. Paper based assessments are when no assessment at all is needed. They will write the report based on all the information they have.Most assessments are by telephone anyway.0
