Hi I currently have a change of circumstances advance on my claim.could I apply for a budgeting advance while having the change of circumstances one?

You can still apply for a budgeting advance providing you don't owe them any money from a previous once and all other criteria applies. https://www.citizensadvice.org.uk/benefits/universal-credit/on-universal-credit/budgeting-advance/
