Can anyone help me on how to claim for Certificate of Entitlement for free Vehicle tax or how l can find out any help would be greatly apricated,

You can't claim for the certificate of entitlement. You will only be entitled to free vehicle tax if you have an award of either Enhanced mobility PIP/ADP or high rate mobility DLA.
If it's PIP you're claiming then you will need to contact them to ask them to send it to you.Personal Independence Payment (PIP)

Monday to Friday, 9am to 5pmIf it's ADP or DLA you're claiming then you will need to ring them.

You can’t transfer your certificate of entitlement. You will need to ring PIP (if that’s what you’re claiming) and ask them to send you a new one.
Each time you tax a new vehicle you need a new certificate.
