There was/is no single payment for £605.
There are a few scam websites and articles circulating, so unfortunately I think that's what you are referring too.
The only matching things I found from a quick search were:
An Indian website claiming this payment will be made here (fake news) and references to the value of the next triple lock state pension increase (not applicable to your situation).

There is another one £780 that one was on the government website too be paid in few weeks please thank you

The Cost of Living Payment scheme has ended and the new government has no plans to re start.
All I can find that matches £780 is this article which refers to the usual April uplift in benefit payments for next year, adding together the increase for State Pension and UC to make £780.

EPC rating of C is already considered above average, but still worth looking around.
Your local council website might be useful.

There is also some useful information here (if you ignore all the sales pitches from company)

Hi @margaretfoulcer, welcome to the community 😊 As Kimmy has already mentioned there are a few places trying to convince people that they are due payments to scam them. Please do be careful of such scams and ensure if anyone contacts you that you don't give any personal information over and don't follow links or numbers given to you. Always verify you are communicating with the correct organisation!
I also agree that a good place to begin looking for help with new windows would be your local council.
