There's very long delays with PIP review decisions. About the blue badge, to be clear, he only needs to reapply if the BB is about to end in the next couple of months. If there's longer than that still on there then you can wait to see if a decision is made on the PIP in the meantime.

He will have to apply for the Blue Badge without using his PIP. Where it asks if you automatically qualify, you have to say No and then send evidence. This way he should get 3 years.
The PIP delays are causing no end of issues with Blue Badges but DWP don't seem to care.I had the same issue. I could either have a BB for 6 months then have to apply again, or go down the other route and be assessed by my Local Authority and hope for a 3 year award.

When my PIP was due to end back in June I waited for the letter to tell me my PIP award was extended for a year before applying. I then sent the original PIP award with that letter and my LA gave me the BB for 3 years, rather than go with the length of the PIP award at that time, which should have been June 2025. The decision on my review has now been made, thankfully.

My LA wouldn't do that unfortunately. They would only give me 6 months which was what was left of the extension.
