The car could only be used for his needs, you would not be allowed to use it for your own personal reasons.

Your husband would need to phone PIP and ask for a copy of that certificate.

However as the vehicle is in your name, it can only legally be used under that exemption for his benefit. You cannot also use the car for your own personal use.
