Hi,
Your next stage is to do a Mandatory Reconsideration. Though expectations need to be managed, as MR's rarely change the outcome. If the MR is also refused then you can take it to tribunal.
Do you have any previous experience with PIP? Are you aware of the descriptors and the points system?

Hi have limited experience of descriptors and was sure my friend would be eligible. Made successful application for myself last year.

A local welfare rights organisation should be able to offer advice and support with the appeal.

Ok. Here's a link to the descriptors and points. You probably already know PIP is split into Daily Living tasks and Mobility tasks. They need at least 8 points in either section for a standard award. Or at least 12 points in either section for an enhanced award.
