The post office will be able to do it for you, as long as you have the Certificate of Exception. You will need the 'VIN' number from the new vehicle ( inside drivers door or etched on lower part of the windscreen).

I don't think they need to VIN number from the car itself. They will need to take all their documents to their local post office because the taxation class needs to be changed to "disabled" they will need to take V5C (log book) or the green new keeper slip, proof of MOT and the Certificate of Entitlement, they will need to contact PIP to ask them to send them one out.
Details here.

Been a while since I had a private car, but I had to supply the sub postmaster with the VIN (circa 2014).

You don't need to do that when applying for free road tax.

I must be wrong then! I guess, now that I think back, the car I bought had a private plate still on it.
