Confused.Esa to UC rates and deductions.

I'm hoping someone can shed some light because I'm very confused.
Right I had to migrate to uc as I had a migration notice that my tax credits and housing benefit was ending. I did the claim on the 8th Feb. Everything verified etc. My partner is in receipt of esa has been for years I think hes on a mixture of income based and contribution based as he transferred to Esa from Incapacity Benefit in 2013.
This is where my confusion is. I thought that changing to uc his esa rates would change but as up till last week he's still receiving the full amount as he did before our claim for UC. He received a letter dated the 21st to say they have looked at claim again following a recent change ,because of a change of money coming in. It states the same weekly amount and says the amounts will apply from the 5th Feb to the 18th Feb. But he received the same usual weekly amount again on the 4th March. Also the esa benefit helpline says he'll receive his usual amount again on the 18th March. I've just received my first statement which is all correct, couple, housing, lcwra element etc. So obviously UC have received his support group status. They have however deducted the whole amount he received from ESA during this assessment period which is around £900.
I'm just so confused, should his Esa rates have changed after moving over? It doesn't make any sense to me at all.
I've popped a picture on of the letter to see if anyone can help or advise

ESA should carry on for 2 weeks after claiming UC, known as the run on payment, this payment doesn't get deducted from UC.
It should then change to New Style ESA at £276.40 a fortnight.
It seems for whatever reason his ESA hasn't stopped in which case the deduction is correct.
I'd recommend he contacts ESA by phone as something does seem to have gone wrong.

Since my post the other day, we have received another letter today stating a change to universal credit from the 22nd Feb (looks like this is after the 2 week run) it states my partners esa amount will remain at £226.05 per week, which is the same rate as he was getting previously.
I'm wondering if this is because he has transitional protection from his previous Incapacity Benefit?
It still doesn't make sense to me.
