Does each LCWRA descriptor mean majority of time?

Hello,

I’ve noticed in some criteria (b) has “majority of the time,” but have also read that (a) is implied that it means “majority of time” too for any of the LCWRA descriptors.

If some of the (b)s have “majority of the time” then does the (a) mean not at all I.E. can never do it?

    (a) Cannot get to any specified place with which the claimant is familiar

    Example: would this mean for the majority of the time they’re not able to leave the house? Not going out at all seems too stringent?
