Parking fine for Code 622

Hi folks, I need some advice on a PCN that was issued to me last week saying that I contravene the code 622 means "you parked with one or more wheels on or over a footpath or any part of a road other than the carriageway".

This is a parking bay on my street as you can see in the picture attached. Cars are not expected to be parked there between 10.30am and 11.30am. However, since I do have a blue badge and the road does have a yellow line, I am assumed that I could park in the bay. I set the clock on my blue badge to 10.00am. You can see from the picture that the blue badge is visible in the picture. The ticket inspector issued me with a ticket at 10.59. I have attached the parking sign picture. I would appreciate any advice on whether I am in the right and if I've got a good chance of challenging this PCN. It seems the ticket inspector's argument is that I parked with car tyres on the pavement when I shouldn't be at restricted time.

Even a BB means you can't park on a clearway as you did. The clearway shouldn't be treated as a single yellow line.

I think the problem is your tyres are on the footpath - certainly illegal in Scotland. Not sure about England & Wales.

And the very reason it is illegal is to help disabled people by keeping pavements clear!

Pavement parking is illegal but sadly only London and Edinburgh enforce the law.

The council in London, where I live, allow pavement parking in the specified parking bay in picture all day except between 10.30am and 11.30am.

I am in Scotland but not Edinburgh and they do regular sweeps round here on residential estates - brings in a bit of extra cash for the council!

If that's the case then maybe you could challenge it and win. Worth a try if you believe you're in the right!

I used the wrong phrase before, but OP parked in an area bound by time restrictions.

They treated it as a single yellow which BBs are allowed to park on.

That was incorrect because there is a no stopping/waiting sign (clearway) which overrides the yellow line, and even BBs are included in the prohibition for parking at the time shown.

Oh yes, i see that now @Kimi87. I was going from OPs explanation of his ticket code being about the pavement parking.

No appealing that one then!

you are only allowed to park on double yellow lines with a disabled parking even then you shouldn't be blocking the path and you aren't allowed to park if it's only one line from what I remember
