Universal Credit loop

Hello,
I have been running between departments for 2 weeks now and they know is to throw me on eaxh other..
Short cut to the story.. I claim ESA, PIP and HB, I used to live in Brent.. so i had to change my address to another borough H&F and yet i haven'treceivedany letter to move to UC in both address, I tried to apply for HB as my rent will be due soon, they told me no more housing benefit application it's through UC... UC department send me to ESA.. ESA says ask your council... the question is can I apply directly to UC even if still didn't get my Migration letter based becausei changed my address and i need my HB or the help to pay my rent?? I am private tenant

Yes you can claim UC, you don't need a migration letter to do so.
Your claim would be via Natural Migration (change of circumstances etc).

I have been reading about UC and I came across by that If you already get other benefits
Universal Credit is replacing the following benefits:
Housing Benefit
also do you have an idea why they keep saying wait the migration letter? Is it because I can't go back ?

If your ESA includes the SDP, then it's recommended to wait until the letter, as you'll get what's called Transitional Protection.
This tops up your UC award if less than legacy benefits. This ensures at the time of transfer you aren't worse off, but does erode over time.
If you have SDP and need to move before the letter, you'll get a fixed amount of money instead as Transitional Protection.

I am in the support group and I do have carer, I think this way SDP is not applicable to my situation, right?

I don't think from that amount you get SDP, so you may well be better off on UC as UC Standard Allowance +LCWRA (the UC equivalent of ESA Support Group) pays more than ESA Support Group without SDP.

From your experience the UC will replace ESA and HB, right? Or they will add to it the PIP and it will be 1 payment every month?

UC will replace ESA & Housing Benefit, you'll receive one UC payment each month and this is separate from PIP.

I will apply my self to the UC as natural migration as you mantioend earlier, because I have rent will be due soon and I don't have other sources of income..
But as always they do a change and they forgot to think outside the box!!
