Almost pension age - can still apply for Pip?

Hi,
Just a quick question.
My Father is 66 (and so can claim his pension) at the end of July this year. He has been off work for a good few months as his mobility has declined, and it won't really get any better due to age related degeneration making it worse.
Can he still claim Pip? I'm not sure if the rule is that you have to start a claim before pension age, or if you need to be awarded before he is pension age?
