New PIP anouncement

As I read it says that if you are receiving PIP you will in the future contine to receive it (even when next reviewed) and will not have to get 4 points in any one element but it will be awarded on the total number of points you receive eg. 8 points (4 x 2 points) = standard care. If you are a new claimant then you need to get 4 points in one element plus other points to a total of 8 to get the standard care?????
Please enlighten me - it is not made very clear - at least to me.
