Will new government ruling affect me as i transfer from ESA to universal credit

Hi, I've been told I'm being transferred from ESA to universal credit by August. Will the new rule still stand for me because I'm on ESA support group before the change over and I have not swapped over universal credit yet.
I can apply for universal credit now and beat the deadline and the new rules.
Does anyone have any information or advice please.
