Is PIP classed as income on UC?

I was just reading this on Reddit someone who claims to be ‘verified’ welfare/DWP officer that PIP is currently classed as income on UC?
Yet I have seen on here and elsewhere that is not. Anyone have a clue?

Well it probably is income, but we don't pay any tax on it, and can be spent on anything, without any restrictions.
