            Got our daughters migration notice and have created her account. Her ESA was paid today so my plan was to submit the claim tomorrow. Can you complete the actual application such as housing, medical, banking, ID info etc in stages and complete those tasks before hitting the submit button tomorrow.

Yes, as you complete each section there will be an opportunity to save progress, and return to do more later.
If you need to edit anything this can only be done after completing all sections.
Before submitting you then have an option to edit.
You have 28 days to submit, otherwise the information you enter is deleted and you'd need to start from scratch.
