DFG - Disabled Facilities Grant only offering work on the back of the house

Hi all,
My brother had a stroke last year and has been left with weakness, he has curled toes on affected foot, he needs a stick to walk. Due to his disabilities he is unable to do maintenance and finish building works to his house. I got an OT to see him, she applied for DFG to finish path out front, put a rail in to. Out back to incase width of steps, put rails in for him. The OT did fight his corner to get works done out front and back, however he can only get the grant to do the back because the front is classed as maintenance only they will not do it even though it is uneven, an a major trip hazzard, stops him going out. I don't know what to do to help him get this sorted out.
