can i use my pip statement of entitalment letter for a 50% road tax reduction at the post office

Yes, you can use a letter or statement from the Department for Work and Pensions that shows your PIP rate and the dates you’re getting it. That link also lists the other documents you'll need to take with you to the post office. You'll need to be receiving the standard rate mobility component.
