Is your name on your Council Tax bill? Question

My previous answer is yes. Landlord lives with me and pays for it, i have a document that is a a council tax change of circumstances where i had to put that i was living there. I probably put yes from that document being so stressed and pushing through majorly, or its correct?
Is the question supposed to be 'Are you paying council tax'?
I'm extremely stressed and these questions freeze me in place as my time to complete the changes ticks away. I have no time to find out the answers i need as help as i need it is not accessible quickly, hoping someone here knows! Thank you.
