I'm on pip but they Lowe's me to standard for personal care should I appeal

Only you know whether you should appeal the decision, if you believe that you meet the criteria then maybe it is not your evince that has let you down but the way you have presented it.
You don't say whether you have already had an MR but this is the first stage of appeal.
Have you asked for a copy of the HCP report ? you will need this to be able to contest the findings of the assessment.
