Tribunal and New Law

I was awarded standard for both after moving from DLA to PIP. I had two MR and am awaiting the tribunal. My doctor has mentioned a few times about psychological difficulties and cognitive impairment related to mobility. Will this now be taken into consideration as the law has recently changed?
