Pip/esa award dates. Brexit

Hi
I'm currently in review process for Pip.
I have degenerative duseases, further deterioration and no improvement in functioning since award was made. The award was for four years.
I made a subject access request for my file, including ATOS paperwork. A recommendation by the dwp has been made for a review date set for Nov 2020 ,,which is a short award and doesn't fit with my prognosis.
I'm wondering if there is a link to the Brexit withdrawal date of Dec 2020?
Has anyone else been given short awards that fit with this?
