Help with employment for a young adult with learning difficulties

Hi I am a mum to a 23 year old who has learning difficulties and is struggling to find a job.also doesn't go out and stays in her room which is in a HMO.i have tried asking her to register with the local authority but doesn't seem interested.any advice would be nice.
