Am I entitled to anything or just being teased?

New to this forum. Got a letter two weeks ago stating I might be owed premiums from Feb 2012 to Sept 2017 having been migrated from IB to ESA contribution based.
I have phoned them and they said it would go through processing for 12 to 13 weeks.
I was getting DLA higher rate but low rate care component. Am I entitled to anything or just being teased?
