Setting up Alexa to send phone calls?

I have just joined the community - thanks for letting me in! 
I have a good friend who is unable to use her hands and thus to operate a phone. She needs to have a voice activated system abd there does not seem much information on possibilities. We has an Alexa device and wondered whether anyone has experience in setting up Alexa to send phone calls? If so any tips on setting up? Cheers, Neil
