have I have been told I can’t put a Disabled Parking Sign outside my ground floor flat. As any of the residents can park there. I can’t park very far from my flat as I can’t walk very far. Outrages

Thank you for sharing a little bit about yourself and your situation. I'm sorry to hear about your blue badge scenario. If I'm being honest, I don't know too much about blue badge regulation. However, I think the GOV.UK website could be really helpful in finding out where you can park with your blue badge. Please see the link here.

Welcome to the forum.
I am sorry to hear about your parking issues .If you own your own flat is the issue the flat management company won't agree to your having a specific car parking space allocated to you rather than something to do with the local authority ?If it is the flat management company then I am afraid I do not know the answer to whether they have the power to allocate you a specific space outside your flat .
I can however relate to your problem as I have a blue badge but rarely use it as I struggle to park and drive.
