Could someone please explain if this wording means it will/should be backdated
You were awarded LCWRA from 21 May 2021. This means that

your relevant period is 21 May 2021 to 20 August 2021. Your
assessment period begins on the 2 of each month. This means
your LCWRA award will begin to be paid in the assessment
period 2 September 2021 - 1 October 2021.

Yes, you'll receive backdated money from payment date 8th October. This means they owe you 8 months up until May 2022.

Post a query in your UC journal as a payments query asking why the LCWRA element has not been included in your latest payment.
Any arrears will be paid separately.
(Note that If you have a joint claim and your partner already gets LCWRA then you will not be entitled to it too.)1
