Setting up a discretionary disabled trust for my brother

Hi there,

I need to set up a discretionary disabled trust for my brother, as laid out in my late mum's will. I am the lead trustee.

My question is, how do I go about setting it up? I have her will, does this act as the "trust document"? I also have a deed appointing two new trustees. 

I am stuck as to what to do next, and would greatly appreciate any advice. Many thanks.
