Where does the cost of living payment come from?

No first cost of living payment yet appeal letter 14th sep 2022 rang universal credit hmrc and Dwp all say we don’t pay it ?? So we’re does it come from??

What are you referring to when you say appeal letter?
Which benefits were you receiving between 26th April to 25th May?
CoL payments come from DWP or HMRC depending on what gives rise to your entitlement.

Rang every dept no one could answer my query .each dept said they did not pay it?0

You haven't said which benefits exactly you're claiming. If you're entitled to any of the CoL payments and you haven't received it then you can report a missing payment here. https://www.gov.uk/guidance/cost-of-living-payment#report-a-missing-cost-of-living-payment

All of the payments come from government funding which in turn is what they receive by way of taxation in one form or another.0
