Have you ever challenged the decision by first requesting the Mandatory Reconsideration? (MR) Followed by a Tribunal? To constantly reapply using the same evidence you previously used will likely see constant refusals. They very rarely contact anyone for any evidence because the onus is on you to prove you qualify and not theirs. No one can tell you whether you would qualify because no one knows anything about your health conditions and how they affect you. Though it does help to have some understanding of the PIP descriptors and what they mean. Start here. https://www.gov.uk/government/publications/personal-independence-payment-assessment-guide-for-assessment-providers/pip-assessment-guide-part-2-the-assessment-criteriaYou should put the MR request in writing stating where and why you think you should have scored those points. When you filled out the form if you didn't give a couple of real world examples of exactly what happened the last time you attempted each descriptor that applies then you should do this for the MR. Adding detailed information such as where you were, what exactly happened, did anyone see it and what the consequences were. Ideally you should aim for at least half an A4 side of paper per descriptor that applies. The most likely outcome of any MR will be the decision doesn't change. If this happens you can request the Tribunal.
