Parking permit /bays

Hi friends,
I hope you've e been staying warm & well.
I have a bit of question which i hope someone who has some amount of knowledgeable on the subject and can help with guidance in understanding how to go about it, as I don't know what the general rules are as the contract doesn't state clearly, but firectly asked if me te applicant to ptiide my information but doesnt gives room for what if te individual dorsnt drive.
I have been accepted for an offer afer a long wait but and would like to take up the offer to having my own parking bay but there's a problem with how to go about the contract l.
The council is aware I'm a blue badge holder and I was sent the agreements to fill and to then return it with following documents, such as
Vehicle registration, MOT Cert, photo ID, proof of address, letter from lease company plus blue badge etc
My main questions in what the rules are in cimpeting the contract as since, firstly, i don't drive at the moment as im disabled is planning in the near future to buy a car and awaiting to be approved for a disabled vehicle but in te mean time wanted a bay gor my viditors.
When I initially applied for a parking bay mainly, I wanted, when my family/guest /friends come to visit they can park without getting fined.
Also, I have recieved a separate form for an enablers/ carers when they visit to fill as well.
Mainly, I have 5-6 friends who comes to visit regularly and when they comes to visit to have a bay so when as a main driver coming to my home regularly can park and use this as my main mode of transport for now, to take me to my appointments etc.
Please kindly give any advice information on how to go about to filling contract, any information and the general rules on this topic to help with my application.
