About final cost of livening payment 2023

Hi I’m confused the last cost of liveing payment 2023 be paid from October 31st to 19th November will I get payment on 31st Oct or is it between dates?

It will be paid anytime from 31st October to 19th November. No one knows exactly what date they will receive it.
