Does anyone know if the council can turn down a blue badge even if you have the mobility element of the pip award or can't they do that?

If you automatically qualify they can't refuse you. Not all PIP awards automatically entitle you. You need to have either scored at least 8 points in the moving around part of mobility. Or scored 10 points for following and planning a journey for activity 1E (unable to undertake any journey) See link. https://www.citizensadvice.org.uk/benefits/sick-or-disabled-people-and-carers/help-for-disabled-travellers1/blue-badge-scheme/applying-for-a-blue-badge/1
