Hi, my name is Beverly1889! How do I register as nominated driver for my husband's tax exemption?

I am the registered owner of our vehicle but it for my husbands use and he is disabled and in receipt of Higher rate PiP mobility allowance. We want to apply for exemption from vehicle tax but where does my husband register me as his nominated driver ? to take to post office to change vehicle tax ?
