PIP isn't means tested but whether there's any entitlement will depend on exactly how your conditions affect you.
Universal Credit is means tested so whether there's any entitlement will depend on your circumstances. LCWRA is part of UC. I can't tell you whether there's any entitlement because I don't know what your circumstances are. You can use a benefits calculator to check entitlement. If you live with a partner you'll need to claim as a couple.
It is possible to claim all those at the same time.
