help with money management, health and social care, care act 2014, direct payments etc

I have multi-morbid chronic health issues and long term mental health issues and cognitive issues and I am struggle to manage 'understanding' of this new world totally relying on benefits and needing adult social care. I am almost 60 and on top of everything else have just run out of hope and resilience to cope with it all. I have a history of trauma and abuse and I am sure this plays a part into it however hard I have worked at and try to heal from it all. However I am just not coping and managing all my banking, understanding my finances, the direct payments, the legalities of the CARE ACT 2014 and the care from the council and their obligations. I have a social worker however trust has diminished due to various errors upon me.
I had a PA for 4 hours a week which was increased to 8 hours per week then I found out I had to pay £78.34 pw for the PA at £19 ph minimum and pay back £700 due to receiving LWRCA and 'forgetting to inform the finance department' although I had informed my social worker as soon as I heard from UC/DWP.
I feel very upset about my social worker not reminding me to inform the finance department as I would not have continued if I had to pay that amount for care support.
I live alone and have no other help or family or friends to help at any level. I simply manage the best I can to do what I can and if I can't do it I just leave it and go without. Cognitively and mentally and with severe fatigue I am massively struggling to navigate the system and potentially make a complaint. I am terrified of conflict and maybe doing something wrong and making matters worse.
I am due to have another care assessment soon this time with an advocate which I should have had previously but my social worker is stating that I refused to have one which is simply not true. Trust has diminished and I feel lost and unable to know who or where to turn to for help in these matters…..Sorry to ramble. ….hard to write!

Most organisations don't just deal with benefit claims but many many other things too.
