Continuing Healthcare

I have had a continuing healthcare decision. I tried to appeal the decision. I have been told by the appeals team I cannot appeal the decision because I do not pay for my social care.
Is this true? Only people who personally contribute or pay for there social care can appeal a continuing healthcare decision?

Here is the Scope link. I have not been in this situation, so I cannot say for sure, but I think Anyone can appeal a decision that has been made against them. If not, why not ask for details of the policy they are using that states you cannot appeal? Good luck. E xx
