I don't understand why DWP decides that someone is fit for work when they have accepted that the claimant cannot sit or stand at a work station for more than 30 mins.

It's because you need 15 points to pass the WCA, and be found to have either LCW or LCWRA.
15+ points total for LCW, or one 15 point descriptor for LCWRA.
The descriptor you mention is worth 9 points.

Neither of those are part of the descriptors for either LCW or LCWRA. You can see them both here.
