Do you have a working partner?
If not as you get LCWRA you will be entitled.
They are sent automatically so if your postcode is triggered you'll receive it.
You can use the online tool here to check if any have been issued this winter.

You will not be entitled if you or a partner (if you claim with one) are working. If you or a partner are working you'll only be entitled if you have a disabled child under the age of 5 on your claim.

If you are not working then you will qualify automatically for a cold weather payment, if one is triggered in your area. Assuming you do not live in Scotland. You can check if one is triggered by using the link Kimmy provided above. If one is ever triggered you will receive a message on your journal.
